The Indians in smaller localities were afraid to show sympathy for advocates of home-rule because they were afraid of antagonising the British rulers, who could go to any length to curb any kind of revolt by the Indians.

The phrase means 'supporters of home rule' movement.

The Indian Home Rule Movement, which aimed at achieving self-government for India, began with the creation of the All India Home Rule League in 1916.However, the movement grew in magnitude and attained popular momentum with the Champaran Civil Disobedience Movement led by Mahatma Gandhi which began later that year. This was the first widespread instance of civil disobedience in the Indian subcontinent, and as such it was unimaginable for Indians at large to conceive that they could stand up against the injustices of the British Government. Because they feared heavy retaliation from the hostile government, it was considered unsafe for Indians to support the Home Rule Movement by helping its advocates.
