Why do only some places get snow in winter? Why not others?

Dear student,
The the occurrence of precipitation in the form of snow depends on various factors such as its altitude , its latitude , distance from the sea air pressure etc
We will have to general ise these terms in order to get deeper:- 
1- As the  altitude increases the rainfall occur in form of snow so places having higher altitude would experience snowfall
2- as the latitude increases the distance of place from equator also increases eventually resulting into snowfall so higher the latitude higher the snowfall.
3- the distance from the sea influence the climate in such a way that the effect of sea moderates the extremities so most of the places which are distance from the sea receive precipitation in the form of snowfall
So bearing upon all these factors some places fulfill the requirements for getting snowfall and some do not
