Yes the Governer of a state should not belong to same state .However this is only a convention and not the constitutional requirement because the objective is to keep the Governer unbiased by freeing him from local politics that can make him biased while taking his decisions. This helps government in a lot of manners as now central government can keep a check on state poltics and that too through full transparency as the Governer is not biased to the state government. It also helps state government perform their functions easily .
