Modernization as a planning objective does not contradict with employment generation.
Both modernization and employment generation are correlated. In Modernization new and modern technology is used in production process, by the use of new technology some people may loose jobs. But the use of modern technology and input will raise the productivity and the income of the people. Increase in income will raise the demand for goods and services.
So in order to fulfill this increased demand, there will be more job opportunities, more people will be hired and employment opportunities will be generated.
Hence, both modernization and employment generation are not contradictory but are complementary to each other.
