is there a logical reason why the poem has three stanzas

It has three stanzas because the poet is talking about the three stages of the height of the jet i.e (the opening lines of each stanza) - 'when he jet sprang into the sky' ( first), 'when the jet reached reached ten thousand feet ' (second), 'when the jet rose six miles high'.

hope it helps you.

the three stanzas talk about the different thing he notices from different heights in first he talk about that water is more than land ,
in second he talks about that the houses where built near the river bank
in the poet talks about the illogical behaviour of human beings

If the jet had not risen six miles high, what feature of humankind would the poet have perhaps not noticed

The first two stanza talk about things that are logical and easy to understand but the third stanza talks about something that is not so easy to understand do you agree why
