Solution: The images represent the idea of the election. In India the task of handling the election lies with the election commission which has several rules: 
(i) Affidavit regarding criminal activities
(ii) Ban on hate speech 
(iii) No political mobilization in the name of caste and religion. etc. 
But mostly these laws were violated by the political parties. Hence it is considered a challenge to democracy.
