Do you think technical change in agriculture is more important than the institulional reforms?

Dear student,
The significance of technical change through technical reforms and institutional reforms cannot be compared as both are very crucial for agriculture sector to grow.
Both the reforms are discussed below:
1)TECHNICAL REFORMS For the improvement of agricultural yield, new-technologies and equipment have been introduced in the recent years EG Use of tube-wells and water-pumps, tractor, tiller, thresher etc. Similarly, drip irrigation and sprinklers are used for irrigation, where the water supply is less and to irrigate more places with less water.Green revolution was introduced in agriculture sector by 'Norman Borlaug' who introduced the concepts of HYV seeds which made drastic improvements in productivity & output.

2)INSTITUTIONAL REFORMS - (i) The primary focus was on Abolition of zamindari system.
(ii) Provision of crop-insurance facility to protect farmers against loss of crop failure by natural calamities like drought, flood, hailstorm, cyclones, fire and diseases etc.
(iii) Consolidation of small holdings to make them economically viable for use of modern & advanced technology.
(iv) The Government fixes the price of crops at Mandi, so that farmers may not get exploited by the market or mediators.
(v)Land ceilings system was introduced . This means fixing the maximum size of land which could be owned by an individual. The purpose of land ceiling was to promote equity in agriculture and reduce the concentration of land ownership in a few hands. Through the land ceiling  legislation government was empowered to confiscate the excess land from landlords over and above the ceiling and distribute it to the landless farmers

Both these reforms are a core necessity for agriculture to grow.
