In a secular state the following rules must be followed-
  1. One religious community must not dominate other religious community.
  2. Some members of the religious groups must not dominate the members of the same religious group.
  3. The state should not enforce any particular religion as the State religion.
  4. The state cannot take away the religious freedoms of others
