Why water seeps easily in soil but not in floor

The soil is mainly dry, they have therefore large gaps between their particles,this causes the water to seep easily through them,but the floor do not have any gaps between them as they are mainly made from tiles or are cemented,this does not allow to water to seep between them, the floors which are made from tiles can be considered as 'water resistant'.
