Planning is not the function of top management or any particular department only.
It is required at all the levels of management and in all departments of an organisation.However the scope and nature of planning is different at different levels and in differentdepartments. Planning is called primary function of management because in planning we decide our organisation goals. So in order to achieve organisation goals we do organising, staffing etc.If there is no planning as primary function then firms are not able to decide theri goals and others functions also couldn't done in systematic manner. That's why it is a primary function.
