Ammonotelic are the organisms which excrete nitrogenous wastes in the form of ammonia while ureotelic animals excrete  nitrogenous wastes in the form of urea. 

Ammonia is more toxic than urea and needs lots of water to excrete from the body.

Tadpole lives in water. Hence, it can rapidly excrete ammonia due to availability of lots of water.

Adult frog lives mainly on land but lives in water also. Hence, they excrete urea which is less toxic than ammonia and release it in the form of concentrated urine with less need of water.

Tadpole is ammonotelic because it lives in water and has a large volume of water that is needed for elimination of ammonia . It can eliminate ammonia as rapidly as it is formed, into the surrounding water. 
Adult frog is ureotelic because urea is far less toxic than ammonia and can be concentrated in the urine and excreted at slower rates.
