why is it said that recruitment is a positive step in the process of staffing?

Because when we do recruitment then thousands of people apply for job (more and more people apply for job),that's why it is a positive process,on the otherhand selection is a negative process because when we select candidates, then number of selected candidates are less than rejected ones .
