why is halogen given priority over nitro in naming the organic compound?
 

Dear Student,

IUPAC has developed a priority system for nomenclature according to which priority table is made. The functional groups on the top are given higher priority than the functional groups lower to them. According to this table, halogens lie above nitro group therefore they have higher priority. 
The priority table is based on the number of electronegative groups attached to carbon. Greater the number of more electronegative groups attached, higher will be the priority.
