Government spends on a whole range of public sector activities because it is the duty of the government to provide the those public sector services. Services like the defence services, law and order services, primary education, primary health, roads etc are usually provided by the government because the private sector is unable or reluctant to provide them. Without such services, society cannot function. Hence, the government spends its revenues on providing such services.
