Why do the words, '(This Crossly)', appear twice in the poem, in two different stanzas. What do they emphasis on?

In.."why keep ur money(dis crossly) n go along.." it mean angrily and evn in the second time it occurs it means the same. Its actually about the poor village folk being angry at the city dwellers. Fisrt time, it is used to express their anger at city peoples's meanness and rudeness. Secong time, the villagers are angry at the city people for their inconsiderate demands( a gallon of gas) and hence, in return talk angrily to the city people.
