Why did the mother trick the young seagull into flying?

The seagull's mother was eating a dogfish and tearing it. The seagull also like to do so. So he doesn't control himself and finally fly.

Because he becomes lazy day by day and he thought that his hunger was fulfiled by his parents. To remove his bad habit his mother tricked him by taking a piece of food in his mouth and made seagull to try yo get it.
