Why did Dr. Babasaheb Amedkar urge Scheduled Caste to join the government as well as the civil services ?

It was during drafting of constitution Dr. B. R. Ambedkar urged Scheduled Caste to join the government as well as the civil services because he felt that by doing so they will enter into the administration which will in turn prove to be a safeguard for the people belonging to lower castes who were oppressed and discriminated by the people belonging to the upper castes.
