Why are vegetables cooked with difficulty at a hill station?

At hill areas pressure of the atmospheric air is lower than the pressure at planes because of which the boiling point  the water gets reduced and it requires lesser  heat to boil the water.Water starts boiling at lower temperature , and as you know once the water starts boiling its temperature becomes constant, so it requires more heat and time for the food to be cooked.
