Who are the most valuable people who needs production in the unorganised sector describe

There are 2 categories of people who need protection in the unorganised sector :

1) In rural areas : Landless agricultural labourers, small and marginal farmers,sharecroppers and artisans etc
2)In urban areas : Workers in small scale industries, casual labourers in construction, transport and trade, street venders, garment makers etc
