The tertiary sector of India witnessed a state of unbalanced growth on the eve of independence. Unbalanced growth refers to a state where there exists a wide inequality in the development of the various sectors of an economy. In India, the growth of the tertiary sector was still in its infant stages. Also, it was found that the share of the tertiary sector in the overall occupational structure was a mere 17.2 %. The infra-structural activities such as communication, power and energy, transport and various other such services were at its initial stages and thereby did not contribute much to the development prospects of India.
