Employment exchange is just an office that receives requests for candidates from State Government for some temporary and casual jobs. It sends advice to some of those persons, who have registered, about the vacancy and recruitment, according to seniority. The job that is filled is purely temporary and casual and may last only for some months.
A “placement agency” is defined   as: “an individual, company, corporation, or partnership that procures or provides temporary or part-time employment to an individual who then works under the supervision or direction of a worksite employer.” Agencies which place or send individuals to work site employers are considered “placement agencies”
