These were the assemblies of the SOUTHERN KINGDOMS.Sabha was a village assembly where all landowners were brahmins. They functioned through sub-committees which looked after roads , building markets , temples , etc.
Nagaram was an organization of merchants. It is believed that these assemblies were controlled by rich and powerful merchants.Ur was a village assembly in which landowners were not brahmins.
There are 3 types of assemblies present at that timw in Chola period :
UR- Village assemblies (not including brahmans land)
Sabha - Assemblies of brahmans land owners
Nadu - District assemblies, multiple ur form a nadu
Nagaram - Merchant associations
