What does the poet actually want to say when he refers to the world ending twice? (Fire and Ice, Robert Frost)

At first, he identifies fire as the agent that will end the world. Later, he states that if the Earth has to perish twice, ice can also end the world. It means that both fire and ice are equally capable of ending the world. By fire, the poet means greed , lust, conflict and cruelty. So, the poet means that human greed, cruelty, etc., can end this world. By ice, the poet is referring to our coldness, insensitivity and intolerance for others. The poet believes that such behaviour and action can also end this world.
