what do you mean by mouth is located ventrally and mouth is mostly terminal ? eg are class chrondrithyes and class osteichthyes

It means that in these species,  mouth is either located on the upper side of  the body (dorsally) or lower surface of the body (ventrally). Terminal means that mouth is either at the top or bottom most part of the body.
