Newton's first law states that every object will remain at rest or in uniform motion along a straight line unless compelled to change its state by the action of an external force.
The key point is here that if there is no force acting on an object then the object will maintain a constant velocity. If that velocity is zero, the object will be at rest.If an external force is applied the velocity is changed because of the force.

Newton's second law of motion states that acceleration of an object is dependent on two variable-the net force acting upon an object and the mass of an object.

Newton's third law of motion states that Every action there is an equal and opposite reaction.
The statement means that in every interaction, there are forces acting on the two interacting objects. The size of the forces on the first objects equals the size of the forces on the second object. The direction of the force on the first object is always opposite to the direction of the force on the second object.
