length of tank in half hour = 3.15m
length of tank in an hour = 2*3.15m =6.3m
now,
volume of pipe = volume of tank
pie *r ^2 * 2520= Pie *4/10*4/10*6.3
r^2 =1/2500 m
r= 1/50 m
diameter = 2/50 m = 200/50 cm = 4 cm

Radius of tank =r
Water flow in 1 hour =2520 m
Water flow in half an Hour=1260m which can taken as height of pipe
h=1260m
thus

pie *r^2* h=pie *R^2* H
r^2 *h=R^2*H
r^2=R^2*H/h

r^2=0.4*0.4*3.15/1260
r^2  =0.04m
r=2cm
