"tiger king is more than enough for this state. it doesn't need a tiger queen as well!"who makes this comment when?what does he/she mean by the expression 'a tiger queen'?

The dewan said these words to the Tiger king when he the Tiger King said he wanted to marry.
The Dewan thought that the their king wanted to marry  a tigress and so he refers to that tigress as tiger queen.
