The goverment under Saddam Husein in Iraq cannot be called democratic.?Justify in 50 words

The government in Iraq under Saddam Hussein was not a democracy. Saddam Hussein was a dictator who intended to rule for life. There were no elections in which people could vote to remove Saddam Hussein's government. Hussein had unlimited power. There were no checks and balances on his power. People of Iraq had no rights and liberties. Hence, Iraq under Saddam Hussein was not a democracy.

By contrast, from 2003 until 2007 the Bush administration was in a State of Denial. Only when everything got out of hand, wrong when Bush, Cheney and Rummy were given one last chance (by the Democrats) to get things right they reluctantly did what was necessary. I mentioned Bosnia, because the Iraq War troop surge of 2007 was led by one bright American Soldier who applied what he had learned in Bosnia to Iraq: David Petraeus.
When I was in Iraq in 2008, I said, wow, this is how you do it, this is how you win over the hearts and minds! But then after two years again they thought mission accomplished, let's all go home.

This is not the first time that the Americans don't have a plan and it will also not be the last time, I believe this is part of the 'don't worry' American nature. I'm Swiss and we're also optimists: We always hope for the best and worry and prepare for the worst. Just as an aside, every single Swiss home has a hugely expensive atomic bomb shelter, whereas no American home has one, letting me wonder if America was the neutral country and Switzerland was in cold war with the Soviet Union. What I want to say with it is: 
  1. Because of Iraq's structural deficits and because America invaded Iraq, America has parental duties helping Iraq foster educating a new generation of people and like with a child that means for the next 20 years. The Americans are guilty of neglecting their parental duties.
  2. Every successive U.S. government does not care to understand how other nations think. They think everybody in the world thinks like Americans. WRONG! They never bothered to contemplate the consequences that Iraq didn't have a middle class which was able to think like the Americans or Europeans do.
I emphasize those points so strongly because on Quora I haven't seen one single American who has holistically reflected what the Americans continually do wrong. 
I was now very critical of the U.S., so I also want to emphasize that I'm normally the guy who staunchly defends America against its critics.  America has been the best colonial powers the world. Unlike the Brits they don't use cheap tricks for population control like sewing ethno-sectarian hatred. Further they have a can-do problem-solving approach despite their tendency for criminal negligence in civilian planning. I believe that the Americans are the only ones who are talented and capable of solving this problem and bringing peace to the Middle East.
