the above line state that rural India totally depends on the climate and monsoon for there survival. And both the farm sector and non-farm sector depends on monsoon. And if crops failed in the certain year than other professional people like the carpenter, barber, weavers and other service group people also suffer and do not get payment or money.
In other words, both farmers and other than farmer people get affected if crops do not do well.
