the width of the picture = 7 three fifth = $7 \frac{3}{5} = \frac{7 * 5 + 3}{5} = \frac{35 + 3}{5} = \frac{38}{5} c m$

the width of the frame = 7 three tenth = $7 \frac{3}{10} = \frac{70 + 3}{10} = \frac{73}{10}$

thus the picture to be trimmed = $\frac{38}{5} - \frac{73}{10}$

$= \frac{38 * 2 - 73}{10} = \frac{76 - 73}{10} = \frac{3}{10}$

thus three tenth cm picture must be trimmed.
