He could not achieve his goal because of his ill-manners of showing off his knowledge in front of people and looking down upon people. Private Quelch was a very condescending man. He felt himself to be the most superior of all. He was miraculously tireless and always had the tendency to lecture people, considering everyone to be ignorant. He never missed any opportunity to show off his erudition.
