No. Planning doesn't give guaranteed success. Because:
1. Managers have a tendency to rely on pre-tested plans . However, it is not always true that a plan which worked successfully in the past will bring success in future also.
2. Business environment is dynamic and a result of many factors, which are costly inter-related to each other.
3. Planning involves making assumptions and predictions regarding future. If these assumptions don't hold true in present situation, then entire planning may fail.
