The lone pair of e- over oxygen atoms is in conjugation with the positive charge. Hence positive charge in (1) and (III) are stabilised by resonance. (I) is more stable than (III) because (1) is a 3° carbocation stabilized by 6 hyperconjugating structures while (III) is a 2° carbocation stabilised by 3 hyperconjugating structures. (II) is a 2° while (IV) a 1° carbocation so (II) is more stable than (IV). answer is 1>3>2>4.
