If a VECTOR is parallel to +ve X axis its DRs will be 1,0,0 However If a VECTOR is parallel to -ve X Axis will its DRs be -1,0,0???
Is this because Vectors in 3D have a direction while a line doesnt have a direction???
Thats why a vector parallel to another but in opposite direction will have -ve DRs of that vector???

 yes, you are correct.
Lines do not have any direction while a vector has. Vector by definition an entity with a magnitude as well as direction. A vector antiparallel (parallel but opposite in direction) is obtained by multiplying the direction ratios of the original vector with -1.
