a) The poetic device used in these lines is personification. The rain addresses itself like a human being with the pronoun 'I'. The poet used this device to effectively communicate the intimacy with the rain.
b) It says that it rises from the land and the deep sea.
c) Rain is formed when the water from the water bodies evaporates into the air. The water is converted into water vapour. Thus, a change takes place while the content (water) remains the same. This is why the poet says "altogether changed,yet the same".
