How does directing initiate action?

Directing is the process of instructing, guiding, motivating, and leading people in an organization.

All other functions of management: planning, organising, staffing provides a setting for action. They provide the requisite materials, place, manpower, technology and method for action whereas the actual process or action takes place only when all these are properly directed or guided. Thus directing initiates action.
