Length of shadow depends upon the angle form by the rays of  light and surface on which it fall.
when angle is less than shadow is long, and when angle is near 90 degree shadow is short at 90 degree size of shadow is exactly similar to the shape of the object on which cast shadow.
During evening and morning angle between the Sun rays and surface of the Earth is  is less that is near 0 degree. so length of  the shadow is long and maximum at the Sunset and Sunrise. The shadow is practically don't fall on ground when Sun rays make angle of  90 degree (both east-west angle and north-south angle) that is at the noon ( east-west angle) with the surface of the ground because shadow is exactly similar to the shape of  the object occupied on the ground.
Season is depend on when the Sunray  it directly VERTICALLY  fall on the Earth surface it is summer and more slant it is winter . Because of the tilted axis of the Earth in same direction and revolution of the Earth around the Sun, the Sunray fall directly VERTICALLY on the places on the Earth between the line of cancer ( north ) and line of the Capricorn (south) . north- south angle on the both the hemisphere change according to the month of  the year. it is the implication in relation to the season.
