Explain the meaning of underlined line: ch3

For a moment he paused there, the
wind blowing his long grey locks about his head, and twisting into
grotesque and fantastic folds the nameless horror of the dead man's
shroud.

Dear student

The following lines mean that, the ghost stood for a moment and gradually changed his appearance into - "an unidentifiable creature with no name, wearing a dead man's shroud", that is, a plain white sheet of cloth.
