In a liquid meniscus two forces are acting one is adhesive force (This force acts between the liquid and the inner walls of the tube due to surface tension) and another is the force due to the weight of the liquid. In the circled part of the picture, the force due to weight 'mg' is not mentioned. But here the force tangential to PQ that is the adhesive force is balanced by the weight of the liquid in opposite direction. And the convex or concave meniscus formed. The smaller the diameter of the tube the higher the liquid rises.
