Leadership is the ​element of directing attempts to influence employees behaviour towards realisation of specified goals. Leadership provides directions to employees for different goals to be achieved by providing them woth all the information and authority to carry out a particular task. Motivation is general innature as compared to leadership which is specific in nature.

its leadership i think because by defination leadership is the action to influence the behaviour of people to achieve specific goal....
