"All communicable diseases are infectious, but all infectious diseases are not communicable."

 In broader term we used to consider both same but they are not.

An infectious disease is the one which is caused by an infectious agent such as virus, bacteria, protozoa, etc. These infectious agent can be spread through touching, eating, drinking or breathing something that contains a germ. Germs can also spread through animal and insect bites, kissing and sexual contact. An infectious disease may or may not be a serious issue for others. Example Staphylococcal infection of a finger.

Communicable disease is an infectious disease which spread readily from person to person and spread in the community. Example chicken pox, measles, etc.

So you can say that all communicable diseases are infectious but all infectious are not communicable.

it implies that , all the communicable diseases like cold are infecting many people but some infectious diseases dont spread .
