2 The Chola kings named rich landlords with titles like ‘Muvendavelan’ and empowered them to supervise offices of the state. The Ward Panchs and the Sarpanch (Panchayat President) form the Gram Panchayat.
3 Brahmanas were given land grants otherwise called ‘Brahmadeya’. The Secretary arranges the meeting of the Gram Sabha and Gram Panchayat and important decisions are taken.
4 They took charge of the assembly or sabha with major Brahmana landholders. The Gram Panchayat has the main task of implementing development programmes.
5 Their judgements were inscribed on temple walls. Traders also had actively participated in administration of towns. The Government usually allocate funds for development of villages (e.g.construction of water tanks, roads, etc.,)
