2-chlorobutane when treated with potassium tertiary butoxide forms, 1-butene. 
Since potassium tertiary butoxide is a bulky base with three methyl groups on its side creating huge ‘stearic hindrance’
 This kind of reagent react via E2 elimination and the major product is given by Hoffman’s elimination which gives less substituted alkene.
since 1-butene is a less substituted alkene therefore it is the major product.
