1. To cock means to tilt. Therefore cock his leg is tilting ones leg to the side. This action is always associated with dogs urinating and its very uncommon to construct a sentence with this meaning anything else. However, a logical way to form a sentence would be - "He cocked his leg upwards and climbed over the barrier". 

2. To impress upon - To make someone understand the importance or value of something. 
For example: My doctor tried to impress upon me, the importance of following a regular and balanced diet.
