​Can 0-9,10-19,19-20{Inclusive Series} be changed to Exclusive Series?

In Inclusive series, the upper limit of a class interval is not equal to lower limit of the next class interval. To convert inclusive series into an exclusive series, we need to take out average of difference between the upper limit of class interval and lower limit of next class interval, then that difference is added to an upper limit of each class interval and subtracted from the lower limit of each class interval.

In the given series 0-9, 10-19, 19-20, class intervals are not same, also the last class interval is not part of inclusive series.
If this series would have been like 0-9, 10-19, 20-29, then it could be converted into exclusive series. 

Average of difference of upper and lower limit is 0.5 ( 10-9 / 2 = 0.5)

Exclusive series would be :- 0-9.5, 9.5-19.5, 19.5-29.5
