F + V - E  = 2 , Here F =  Number of faces of polygon , F =  Number of vertices of polygon and E =  Number of edges of polygon

And we use that formula if we know any of two variables from ( F , V and E ) to find out the value of third variable .

So, We can't just substitute random values for all three and to see that will justify or not , Or if three values given and do not justify Euler's equation than we can say given three values does not form a polygon .
