ratio of volume is 4:5
ratio of radii  is 2:3   (R =2 , r = 3)
now 
V/v = [1/3 pie R2 H ] / 1/3 pie r2 h
4/5 =(R)2H / rh
4/5 = 4H / 9h
H/h = 9/5
H:h = 9:5
