1) why should German be thought only in the schools of Alsace and Lorraine?
2) the words spoken by the blacksmith to Franz is it sarcasm (like mocking him)?

Dear student,
  1. The motive of Prussians behind this order was the imposition of rule and power. After France was defeated, an order came from Berlin that German language was to be imposed on the French speaking populations of Alsace and Lorraine.
  2. "Don't go so fast bub, you'll get to your school in plenty of time." The lines were spoken in a mocking tone because there was no need for Franz to hurry to school as unbeknownst to him, it was going to be the last lesson. The order had come from Berlin to teach only German in the German occupied territories of Alsace and Lorraine. The new master was due to arrive the next day so it was going to be the last French lesson. Franz need not have worried because everybody was there for this last lesson and it was a special occasion indeed.
